Accomplishments
Guided the City of Rehoboth Beach’s transition from an annual budgeting process to a multi-year forecasting process. Currently, the city creates a four-year operating forecast and five-year capital forecast.
October 2024, initiated, by motion, the issuance of a “long overdue” Request for Proposal (“RFP”) for City Legal Services. The then appointed City Solicitor who had billed the City $1.3M+ over the prior 24 months resigned. Since this resignation, the City has significantly reduced legal fees.
Developed a financial analysis of Sussex County’s proposal to acquire a portion of the City of Rehoboth Beach’s Wastewater Ocean Outfall. The analysis revealed Sussex County’s monetary offer did not fairly compensate the City of Rehoboth Beach and did not provide certain operational and monetary protections for the City of Rehoboth Beach. Additionally, there was, and continues to be, property owner opposition to an agreement.
Voted to support a public / private partnership with Clear Space Theater Company to lease property at Martin’s Lot.
Initiated, by motion the creation of the Board of Commissioners future agenda items and evergreen calendars that are attached to every agenda providing residents with additional transparency into future agenda topics and strategic initiatives.
